From FREEDOM OF INFORMATION AND SOME OTHER SOCIAL PRINCIPLES OF DEMOCRATIC SOCIETY:

"As stated above, democracy is not just a reformation of institutions (this is its final stage) but a reformation in the minds of the society on the whole, coming from its interior forces. If the socium is ripe enough to take over the responsibility to realise itself and its future, it means that the primary reform should happen in two spheres. First of all, in education: in breaking obsolete traditions in the minds, and educating citizens with creative, free mentality, capable of actively participating in discussions and comprehending social realities and tendencies impartially, without creating idealistic abstractions in the best sense of medieval utopias, having nothing in common with the realities of the present day life. Secondly, in the sphere of information, which should lay the foundation, the global field for working out social ideas, perception of present realities and their possible evolution. If the stress is not put on those two cornerstones of democracy then countries with either totalitarian or any other unnatural type will come forward attempting to hide by the democratic forms the negative aspects of life, or the developed democratic countries would mess around the external institutions and loose the real interest for reforms and, thus, would prepare good grounds for external, illusionary but very active social activity for the sake of the activity."
